Two longtime Georgia education leaders honored with EDAP awards

Two outstanding former Georgia education leaders – University of Georgia alumni William M. (Bill) Barr and Sue Snow – were recently recognized for their distinguished service to the field by the UGA College of Education’s educational administration and policy program.

Snow (EdD ’02, EdS ’98), who served as the Associate State Superintendent for Standards Based Learning at the Georgia Department of Education from 2006-09 to cap a career of nearly 40 years as an educator and administrator, received the 2011 Johnnye V. Cox Award.

Snow, now a resident of Sarasota, Fl., supervised the development of the state curriculum and programs for academic and career technical education during her stint at the Georgia DOE.  Before that, she served as a teacher, county curriculum director, middle school principal and high school principal in Rockdale County from 1995-2006.  She taught in schools in Carrollton from 1975-95. Earlier in her career, she taught in elementary and middle schools in New York and Ohio.

Snow received numerous awards during her career including the 2010 Georgia Bio Community Award and the 1993 Milken National Educator Award, and was named Georgia Teacher of the Year in 1992.

The Cox award recognizes an individual for significant contributions in supervision and leadership. It is given in honor of the woman who joined the UGA faculty in 1946 and is considered a trailblazer as one of the most preeminent early supervisionists in the state. She retired from UGA in 1971.

Barr (MEd ’66, EdD’71), a lifetime Georgia educator and administrator, received the 2010 University Council of Educational Administration Excellence in Educational Leadership Award.

Barr, of McDonough, served as Executive Director of the Georgia School Superintendents Association from 1991-99. He was Superintendent of Schools in McDuffie County from 1982-91.   Between 1971 and 1982, he served as Assistant Superintendent for Planning, Curriculum, and Instruction, or Finance in three school districts.  He served as principal of elementary, middle and high schools from 1963-70.

Throughout his career, Barr conducted studies to aid school districts particularly in the fiscal area.  He has conducted studies in salary and wages, leadership personnel, financial operations of school districts, school district staffing, school district merger, and fiscal issues surrounding state funding of Georgia school systems.

Since retiring in 1999, Barr has led his own educational consulting company. His latest project which he coordinated and facilitated was an initiative of the Georgia School Boards Association and the Georgia School Superintendents Association titled, “A Vision for Public Education in Georgia: Transforming Public Education.”

The University Council for Educational Administration is a consortium of major research universities with doctoral programs in educational leadership and policy.

The awards were presented at a luncheon held on Feb. 18 at River’s Crossing by the College of Education’s department of lifelong education, administration, and policy.
