Due to the evolving regulations set forth by the Georgia Professional Standards Commission (PSC), the Program in Educational Administration and Policy (EDAP) at the University of Georgia no longer offers the stand-alone non-degree coursework for the L5 Certification. Although we no longer offer the L5 coursework leading to the L5, we do offer a Master's Degree, a Specialist in Education Degree, and a Doctor of Philosophy Degree in Educational Administration and Policy.
Here is what we know as of November 20, 2007
- The Professional Standards Commission's impending changes in certification will be voted on December 13, 2007. Students and prospective students are asked to keep updated on news with the PSC at http://www.gapsc.com/msgc/msgc_LeadershipRule.asp
- The existing process for initial certification requires success on the Praxis exam and the completion of coursework leading to a clear renewable L-5 certification.
- The new rules are proposed to become effective on January 15, 2008. These new rules lay out new pathways for 1) an initial, 5-year non-renewable certification, and 2) clear renewable certification.
- Due to these changes in the PSC regulations, university coursework will no longer lead to the L-5. Thus, UGA has closed this option for application. The final admission is for those students who will matriculate in Spring semester 2008.
- During this transition, the PSC rules state that applicants will be eligible to apply for the clear renewable L-5 if they pass the Praxis II in Leadership by the final administration of the exam on March 15, 2008 AND complete the L-5 coursework by September 30, 2009.

WELCOME
We are pleased with your interest in the leadership certification (L5) offered by the Program in Educational Administration and Policy at the University of Georgia. The Program in Educational Administration and Policy resides in the Department of Lifelong Education, Administration, and Policy in the College of Education.
This non-degree program prepares educators for eligibility for certification to be an administrator in the state of Georgia.
An individual who currently holds a Master's or higher degree and a current, Clear Renewable teaching certificate from the State of Georgia and who plans to add leadership (L) to that certificate may apply as a non-degree student.
Admissions' Requirements
To be considered for admissions to the L5 Add-on Certification Program, an applicant must have: (1) a graduate degree from an accredited institution, (2) a current, Clear Renewable teaching certificate from the State of Georgia, and (3) a completed application, including two official transcripts from the institution where the highest graduate degree was awarded. The Graduate Record Examination (GRE) and/or the Miller Analogies Test (MAT) are NOT required for admissions as a non-degree L5 seeking student
Application Procedures
To apply to the University of Georgia and to be considered for admissions to the L5 Program in the Program of Educational Administration and Policy:
- Go to the Graduate School website, http://www.uga.edu/gradschool/admissions/requirements.html to complete the application online.
- On the homepage, select "Apply Online" from the admissions list in the sidebar.
- Follow the directions on this page to begin the Web-based application process
- If you do not already have a password and pin, create them to begin the process.
- For Degree objective/major, select Educational Administration and Policy - non-degree.
- Enter "for teacher certification" as the statement of purpose.
- Submit the application electronically and pay the non- refundable $50.00 application fee.
- Complete the APPLICATION FOR GEORGIA RESIDENCE STATUS.
- Retrieve and print the Transcript Request Form available in the "Downloadable Forms" section of the online application. Two sets of official transcripts from the institution in which the highest degree was granted will be required.
The two sets of transcripts must be sent in a sealed envelope from the institution awarding the Master's Degree (or higher) directly to Graduate

Program of Study for the L5
For students beginning their very first semester of studies during summer, 2007 or for students sustaining their very first course toward the L5 during summer, 2007, the following Program of Study for the L5 is in force.
The L5 certification program consists of 21 semester hours of credit to include all 6 of the following CORE courses: *
- EDAP 7020— Supervision of Instruction—3 semester hours
- EDAP 7030—Organizational Leadership—3 semester hours
- EDAP 7040—School Law—3 semester hours
- EDAP 7050—Personnel Administration and Staff Development—3 semester hours
- EDAP 7060—School Business and Resource Management—3 semester hours
- EDAP 7070—Curriculum Development and Evaluation—3 semester hours
*Students who began the program of study before fall semester 2005 are required to sustain only 5 of the 6 above courses in addition to the two hours of EDAP 7800, the Practicum.

Three (3) semester hours completed over three consecutive semesters in the Practicum, EDAP7800.
Notes:
- Students seeking the L5 Certificate and matriculate beginning fall, 2006 shall not enroll in EDAP 7800, the Practicum, until completing four of the required courses at the University of Georgia.
- Students who began their program of studies prior to the conversion of courses from four (4) credit hours to three (3) credit hour courses, must still complete all of the Courses: EDAP 7020, EDAP 7030, EDAP 7040, EDAP 7050, EDAP 7060, and EDAP 7070 regardless of the number of credit hours earned per course.
- Students beginning their program of study prior to summer 2007 must only sustain two, one-hour courses in EDAP 7800.
Since requirements have undergone changes due to program review, please note the following information about when you may be eligible to sustain EDAP 7800, the Practicum.
- Students who were admitted prior to fall 2006 will be required to complete three of the six core courses prior to sustaining EDAP 7800
- Students admitted prior to fall 2005 will be required to complete two of the five core courses.
- Students beginning summer 2007 forward may sustain the first hour of the Practicum if enrolled in at least one core course.
- Professional educational administration experience shall not count toward satisfying the requirements of the Practicum for the L5 add-on Certificate at the University of Georgia.
- The requirements of the Practicum shall not be met through transfer of credit hour(s).
- Any coursework more than six years is not considered current, and this coursework will not count toward the L5.
- Beginning with students matriculating in fall, 2006, no course(s) shall be considered for transfer from another university to fulfill the Core course requirements for the L5 at the University of Georgia.
- Students who began the coursework for the L5 prior to fall 2006 may seek to transfer no more than one Core course from another institution. Transfer of credit will be predicated on both recency and equivalency to the requirements of the L5 certification Program of Study. The Graduate Coordinator will make the final determination of the suitability of transfer credit with the student presenting documentation which will include: a) course description from the college catalogue and b) the course syllabus.
The student must write a letter requesting transfer of credit with items elaborated above bundled to the written request at the time the request is made.
- Beginning summer 2008, the Practicum may be sustained during the summer term.
- Courses sustained as part of the web-ct, L5 program will not count toward the traditional L5 program requirements.
- Graduate School policy dictates that degree-seeking students must be enrolled in a minimum of three (3) semester hours each term of enrollment. However, non-degree seeking students may gain permission to under-enroll in less than three hours of credit. The request to under-enroll must be made to the academic advisor who will process the request to under-enroll. The request to under-enroll must be made prior to attempting to enroll for the semester.
Locations and Times of Courses
Students apply are accepted by the University of Georgia. However, courses for the L5 are offered at both the Athens Campus and at the Georgia Gwinnett College .
Courses typically begin at 4:40 at the Athens Campus and at 5:00 p.m. at the UGA Gwinnett Campus. Every attempt is made to offer a full complement of required courses at both campus locations. Students are encouraged to consult the OASIS schedule for a listing of course offerings.

At the completion of your program, complete the top portion of a College Recommendation form (which you should be able to obtain from your system certification officer) and mail it to:
