Requirement for the Specialist in Education Degree (Ed.S.) in Educational Administration and Policy

Program of Study

The Program of Study for the Ed.S. in Educational Administration and Policy requires a minimum of 32 semester hours beyond the Master's Degree.  If a student has not completed a Master's Degree in Educational Administration and Policy, then he or she must fulfill the requirements for the L-5 certificate before the Ed.S. will be awarded. The Ed.S. in Educational Administration and Policy program includes

  1. Social or Ethical Foundations of Education   3 semester hours in a course dealing with social or ethical foundations of education.  Students must consult with their advisor before sustaining the social or ethical foundations course
  2. Research  3 semester hours in research (e.g., ERSH 6300, ERSH 6600) or coursework in historical, legal, etc. research 
  3. Core Courses  12 semester hours of the core:
    1. EDAP 8090—Instructional Development—4 semester hours
    2. EDAP 8030—Classic Theories of Organizational Leadership—4 semester hours
    3. EDAP 8210—Education Policy Analysis—4 semester hours  
  4. Specialization 12 semester hours of specialization. Coherent specialization relating to educational administration and policy selected in consultation with the student's advisor
  5. Practicum  A total of two semester hours completed over two consecutive semesters in the Practicum, EDAP 8800:
    1. Students seeking the Specialist in Education Degree shall not enroll in the practicum until completing one third of the coursework (three courses) at the University of Georgia.
    2. Professional educational administration experience shall not count toward satisfying the requirements of the Practicum for the Specialist in Education Degree at the University of Georgia.
    3. The requirements of the Practicum shall not be met through transfer of credit hour(s).

Degree Requirement Notes

  1. Transfer Credit   If transfer credits (maximum of 6 semester hours) are to be included in the Program of Study, requests for transfer of credit with accompanying official transcript must be in the Graduate School at least 30 days prior to the time the student plans to graduate. All courses must have been taken within the six-year time limit of the degree and must carry a grade of B or above.  

A combination of in-service and transfer credit may not exceed one-half of the total hours on a program of study.

Transfer credit must be related to the overall plan of study for the Specialists' Degree and will be accepted as approved by the Graduate Coordinator and Graduate School. Note that credit earned to satisfy a prior degree requirement cannot be accepted as transfer credit for the Specialists' Degree.

To transfer credits, go to http://www.gradsch.uga.edu/For_Students/Enrolled_Students/Enrolled_Students_Forms.html and then scroll to Form 12, Request for Transfer Credit, and click to http://www.gradsch.uga.edu/Forms/body_reqtrfcre.pdf   Complete this form and have the advisor and Graduate Coordinator sign the form.  The Degree Program Specialist will process this paperwork. 

Transfer credit will not be considered until the student has sustained at least 50 percent of the coursework for the Specialist in Education Degree required by the Program in Educational Administration and Policy at the University of Georgia.

  1. Application for Graduation   The Application for Graduation must be submitted and the graduation fee must be paid no later than the Friday of the first full week of classes the semester in which the student anticipates to graduate.  The deadlines of the Graduate School shall dictate this date. 
  2. Program of Study   Only courses taken after formal admission to the Ed.S. may be included in the Program of Study.  An approved Program of Study should be filed no later than the Friday of the first full week of classes the semester in which a student anticipates graduation.  The deadlines of the Graduate School shall dictate this date. 
  3. On-line WebCT Courses   On-line WebCT L-5 courses can only be used to satisfy the L-5 certification requirement.
  4. L5 Certification    Students who do not have the L5 Certificate must sustain the courses necessary for this certification before completing the Specialist in Education Degree at the University of Georgia. 
  5. Enrollment   The candidate must be enrolled for at least 3 semester hours of credit from the University of Georgia in the semester in which degree requirements are met.   Moreover, in each semester of attendance, a graduate student must be enrolled in a minimum of three semester hours as per Graduate School policy. 
  6. Oral Exam   A comprehensive oral exam and presentation of the portfolio must be scheduled and completed during the final semester of the program of study. The comprehensive exam includes solving a problem of practice and defending the solution to this problem with artifacts from the portfolio acting as supporting evidence.

Admissions

The applicant must submit many documents as part of the application packet.  The contents within the application packet will provide information so that a decision whether to admit the candidate may be made.  Documents include the application form, transcripts from all colleges and universities where coursework has been sustained, official test scores such as the Graduate Record Examination (GRE) or the Miller Analogies Test (MAT), and three letters of recommendation and recommendation forms. 

As a base line, applicants will have a minimum of a graduate grade point average of 3.0 and respectable scores on the combined verbal and quantitative sections on the Graduate Record Examination (GRE) or on the Miller Analogies Test (MAT).  Three letters of recommendation from individuals familiar with the applicant's professional and/or academic work are required, as well.

  1. Graduate Record Exam and the Miller Analogies Test All GRE test scores are subject to a five-year time limitation, and the official posting of the GRE takes between two and four weeks. All MAT test scores are subject to a five-year time limitation, and the official posting of the MAT takes between two and four weeks. 

The general test of the GRE is offered year-round as a computer-based test at centers worldwide. GRE subject tests are offered several times a year at numerous testing centers.  Advance registration for tests is required. Information about the GRE can be obtained from the following sources:

  1. Transcripts The University of Georgia requires official transcripts of all college coursework sustained.  Retrieve and print the Transcript Request Form available in the "Downloadable Forms" section of the online application. Send two official transcripts in a sealed envelope from all institutions that have awarded college credit (degree and non-degree) to:

  1. References The applicant is required to secure three letters of recommendation (to be attached to the UGA Recommendation Form) from individuals familiar with the applicant's professional and/or academic work.      

Recommendation forms are available in the on-line application packet in the Downloadable Forms section and also at the Graduate School website, as a downloadable file with the entire application packet.

Applicants are instructed to fill out the form completely (sign the form) and ask those who are providing letters to attach the form to their letter of recommendation.

Each letter is to be returned by the referee directly to the academic department, and applicants are responsible for completing the Graduate Coordinator's address portion on the form. The letters of recommendation are to be mailed to
