Welcome to the Gwinnett County Public Schools and the UGA L5 Cohort Information Page

The Program in Educational Administration and Policy and the Gwinnett County Public School is pleased to partner to offer a collaborative L5 certificate program at the University of Georgia.  The Program in Educational Administration and Policy resides in the Department of Lifelong Education, Administration, and Policy in the College of Education.

This non-degree program prepares educators for eligibility for certification to be an administrator in the state of Georgia.

An individual who currently holds a Master's or higher degree and a current, Clear and Renewable teaching certificate from the State of Georgia and who plans to add leadership (L) to that certificate may apply as a non-degree student to the University of Georgia.  This cohort is only open to employees of the Gwinnett County Public Schools.

The following information is offered to help you apply for admissions to the University of Georgia and to the Program in Educational Administration and Policy at UGA. Because this is a partnership between the Program in Educational Administration and Policy and the Gwinnett County Public Schools, there are some added steps a person has to go through to be considered for admissions to this cohort and to the University of Georgia. The following information will guide you in the application process.

Please take the time to read how to apply to UGA and the Gwinnett County Public Schools Collaborative Partnership for the L5 non-degree Program of Studies. 

Admissions' Requirements

First and foremost, an applicant is applying to UGA and as such to be considered for admissions to the L5 Add-on Certification Program, an applicant must have: (1) a graduate degree from an accredited institution, (2) a current, Clear Renewable teaching certificate from the State of Georgia, and (3) a completed application, including two official transcripts from the institution where the highest graduate degree was awarded.  An admissions test such as the GRE or the MAT is NOT required.

Second, an applicant is applying for inclusion in the Gwinnett County Public Schools Cohort. These are two separate admissions processes that are coordinated between the Program in Educational Administration and Policy and the Gwinnett County Public Schools System.

A prospective student must first apply to the University of Georgia.

Overview of Application Procedures

Because of the specialized nature of the GCPS/UGA Partnership, care must be taken to follow all procedures and to meet all deadlines as will be described throughout the next few sections of this document. The following is an overview of what is due when and to whom.

Application Procedures to the University of Georgia

To receive consideration for the Spring, 2008 UGA/GCPS Cohort, you must apply to UGA by midnight on November 23, 2007 (by midnight)

To apply to the University of Georgia and to be considered for admissions to the L5 Program in the Program of Educational Administration and Policy:

  • Go to the Graduate School website, http://www.gradsch.uga.edu/admissions to complete the application online.
    • On the homepage, select "Apply Online" from the admissions list.
  • Follow the directions on this page to begin the Web-based application process
    • If you do not already have a password and pin, create them to begin the process.
    • For Degree objective/major, select Educational Administration and Policy - non-degree.
    • Choose “Traditional L5 Add-on certificate Program” from the drop down box
    • As your area of specialization you must indicate that you expect to enroll in most of your classes at the UGA Gwinnett Center Campus
    • Submit the application electronically and pay the non- refundable $50.00 application fee.
    • You will need to indicate a matriculation date/term, Spring, 2008
  • Complete the APPLICATION FOR GEORGIA RESIDENCE STATUS.
  • Retrieve and print the Transcript Request Form available in the "Downloadable Forms" section of the online application. Send two (2) official transcripts in a sealed envelope from the institution awarding the Master's Degree (or higher) to the

  1. The Behavioral Recommendation For Aspiring Administrator Form.  Request your principal to complete the Behavioral Recommendation For Aspiring Administrator Form for you to participate in the GCPS/UGA Collaborative Partnership L-5 Add-On Program in Educational Administration and Policy.  Click Here to View the Behavioral Recommendation For Aspiring Administrator Form.
  2. A letter of intent. This letter should address why you wish to be a participant in the GCPS/UGA L5 Partnership. Include short and long-range plans and goals.
  3. A professional resume.

Program of Study for the L5

The L5 certification program includes 21 semester hours of coursework, all sustained within the structure of the cohort.  All 6 of the following courses will be sustained in the order in which they are offered within the structure of the GCPS/UGA Cohort. No substitutions or transfer of hours will be accepted.
Please note that we are still building the master schedule.  Two courses per term and the practicum will be sustained each semester (Spring, Summer, and Fall, 2008).  Information will be updated soon. 

  • EDAP 7020— Supervision of Instruction (Semester, 2008) [3 Semester Hours]
  • EDAP 7030—Organizational Leadership (Spring Semester, 2008, Dr. Peters) [3 Semester Hours]
  • EDAP 7040—School Law (2008) [3 Semester Hours]
  • EDAP 7050—Human Resources Administration ( 2008) [3 Semester Hours]
  • EDAP 7060—School Business and Resource Management (2008) [3 Semester Hours]
  • EDAP 7070—Curriculum Development and Evaluation (2008) [3 Semester Hours]

Locations and Times of Courses

All courses will be offered at the Instructional Support Center: 437 Old Peachtree Road NW, Suwanee, Georgia.  For Spring and Fall, 2008, courses will start at 5:00 p.m. and run until 7:45 pm.  In addition to these courses, students should anticipate meeting on additional days for the practicum classes. Summer course times will vary and will be announced at a later time.  Each course offered in summer 2008 meets two times per week.  Since two courses will be offered in summer 2008, participants will be in class four days per week.  Summer courses often meet in the early afternoon and are scheduled to best meet instructor and student needs.  For this reason, prospective students should not anticipate an evening or abbreviated schedule of classes. Each course in the spring and fall semesters meets one night per week per course.  Since we will be offering two courses in the spring and fall, cohort members will be in class two nights per week.

The final schedule of courses relative to the summer 2008 term will be available sometime in October, 2007.  We will post this information as soon as it is available.  

The Practicum, EDAP 7801, EDAP 7802, and EDAP 7803, because they are one credit hour courses, will differ in the number of times and the duration of the course meetings.  The focus of the course requirements for EDAP 7801, EDAP 7802, and EDAP 7803 include shadowing and working with the administration of your school on specialized projects and activities. 

Fees and Tuition

The payment of tuition and fees is due at the time of registration.  Payment can be made using a credit card.  Consult the Bursar's Office Division website at http://www.busfin.uga.edu/bursar/ or http://www.bursar.uga.edu/schedule.html for official and current information regarding fees and tuition at the University of Georgia. 

Ordering Textbooks and Other Course Materials

Textbooks and course materials may be purchased at two bookstore locations, one bookstore at the Athens Campus and one bookstore at the UGA Gwinnett Campus (Lawrenceville). Students may shop online, order by phone, or visit one of these locations. Click Here for More Information.

Expectations and Memo of Understanding to Participate in the GCPS/UGA L5 Cohort

The GCPS/UGA Cohort is a specialized program that meets the excellence of all programs offered in the Program in Educational Administration and Policy and the University of Georgia. In partnership with the Gwinnett County Public Schools, there are certain expectations that we have jointly agreed on in our deliberations with one another. The following expectations are offered by both the University of Georgia and the Gwinnett County Public Schools.

  1. The applicant is making application to the University of Georgia first and second for inclusion in the GCPS/UGA cohort. If an applicant is not accepted into the cohort but accepted by UGA, he/she is eligible to enroll in the traditional face-to-face L5 Add-on Certification Program in the Program in Educational Administration and Policy.
  2. Students who enter the program are required to sustain all courses offered within the cohort structure.
  3. Students who are admitted to the GCPS/UGA Cohort and who are not continuously enrolled will be dropped from the cohort structure; these students would be able to complete the rest of the L5 requirements at UGA external to the cohort structure.
  4. Students who have not registered for a semester shall not “sit in class” until such time as they have registered for the semester. Likewise, students dropped from the program may not be re-admitted to the cohort in which they started.
  5. A student who leaves employment with the Gwinnett County Public Schools will leave the cohort structure; however, the student may complete the L5 Program at UGA, outside of the cohort structure.
  6. Participants in the GCPS/UGA Cohort are not guaranteed an administrative position within GCPS.
  7. Participants agree to engage in the interview process for consideration for an administrative position.  The Gwinnett County Public Schools will communicate more about this expectation during the first week of the semester in which the cohort begins.  Questions regarding this expectation should be directed to Dr. Glenn Pethel at glenn_pethel@gwinnett.k12.ga.us

Timeline for Review of Application Materials and Notification of Application Status

All application materials must be submitted by the specified deadlines.  Often there is lag time between the time the student requests a transcript from the university in which the highest degree is sustained so applicants are advised to be vigilant and request that transcripts to be sent on a priority basis expecting that most universities will charge an additional fee for this type of request. We ask that you consider this request because no decisions can be made about admissions until an application file is complete.

Applicants are also asked to use the tracking feature via Graduate School Admissions to track the materials requested by the University of Georgia. The Graduate Coordinator’s Office will update the tracking screen daily. We track the following information: Date and time of application and payment of the application fee (there is usually a two day lag) and receipt of the official transcript and the Clear and Renewable Teaching Certificate. UGA will not track the Behavioral Recommendation For Aspiring Administrator Form, the statement of purpose, and the receipt of the resume.  Dr. Pethel’s Office will track these materials.

Once the UGA portion of the Application is complete in that we have received your application, you have paid the $50.00 application fee, and the transcript and copy of the teaching certificate are received, your materials will be reviewed and a recommendation will eventually be made to the Office of Graduate School Admissions to either accept or deny the applicant as a non-degree student at UGA.

Once these materials have been received, we will share with Dr. Pethel the names of the students who UGA deem as viable applicants. Dr. Pethel and a committee will review the names of applicants and the other materials (e.g., the Behavioral Recommendation For Aspiring Administrator Form, resume, and statement of purpose), and they will communicate the names of the GCPS employees they wish to be part of the GCPS/UGA Cohort.

Once this information is collected, an applicant will be either:

  1. Recommended for Admissions to UGA AND the GCPS/UGA L5, non-degree Cohort
  2. Recommended for Admissions to UGA BUT NOT the GCPS/UGA L5, non-degree Cohort. These applicants would be able to sustain the courses for the L5 but NOT in the cohort structure.   3. Not Recommended for admissions to UGA and hence ineligible to become a member of the GCPS/UGA cohort.

The Program in Educational Administration and Policy and the Gwinnett County Public School is pleased to partner to offer a collaborative L5 certificate program at the University of Georgia. The Program in Educational Administration and Policy resides in the Department of Lifelong Education, Administration, and Policy in the College of Education.

The GCPS/UGA L5 Cohort Structure includes all of the following courses sustained in the order in which they are offered.  No substitutions or transfer of hours will be accepted. All course offerings are officially posted on OASIS.  When looking for the GCPS/UGA courses on OASIS, 1) Select Term (e.g., Summer, 2007; Select In-Service classes; Select Course Prefix, Edu Admin & Policy—EDAP).  By following these directions, you will be led to the courses offered for the GCPS/UGA Cohort.  These courses are POD (Permission of Department).  You will be given POD the week before registration begins.

Purchasing Books and Other Course Materials

Students have two options regarding the purchase of books and materials for courses.  All books will be available on-line through Follett’s and at the Gwinnett Bookstore. Through the efforts of the UGA Book Store, students may order books online.  Here are the directions for going to the UGA online BOOKSTORE:

  1. Go to http://www.bkstr.com
  2. click on BOOKS
  3. click on textbooks
  4. select (ALL) for program, select (SUMMER 07) for term [for future reference, plug in the term in which you are presently enrolled (e.g., summer 07, fall 07)]
  5. select EDAP for department
  6. select course # 7050 or 7070, for example
  7. select section (this is the call # of the course)

Once you have selected all of the above, the screen will bring you to required materials which will list all the books required for the course and their price. You then have to follow the directions for ordering and payment.

Advisement

Students enrolled in the GCPS/UGA Cohort are advised by Dr. Sally J. Zepeda, Associate Professor and Graduate Coordinator.  A listserv has been established using UGA email addresses.  The listserv will be the primary means of communicating information such as registration deadlines and other announcements.

UGA Email

The University of Georgia communicates with students using the UGA email address.  It is critically important for students to check frequently their UGA email.  There is a feature where UGA email can be forwarded to another more frequently used email account (a personal or work email account).  See the Office of the Registrar at http://www.reg.uga.edu/or.nsf/faqs .  Once at this homepage, click onto the URL named FAQ’s (Frequently asked questions) for detail on how to have UGA email forwarded to another email address.
