Check out the International Society for Technology in Education (ISTE), http://www.iste.org.

The mission of ISTE is to “provide leadership and service to improve teaching and learning by advancing the effective use of technology in education”.  This organization has created National Educational Technology Standards, NETS, for students including demonstrations of how these standards can be implemented in the classroom.  Over 2000 educators contributed to the project. 

The NETS standards for students were released in 1998.  Standards for teachers and administrators have been released since 2000.  Currently, 49 states have adopted, adapted, or referenced these standards in state department documents.  In 1997, the National Council for the Accreditation of Teacher Education approved ISTE’s programs
for certain endorsements or degrees in colleges of education, http://www.ncate.org.
