General Eligibility

To be eligible, an applicant must: 

  1. Be a citizen of one of the eligible countries
  2. Have received his/her degree (bachelor's degree minimum in Latin America, master's degree minimum in southern Africa, and doctoral degree minimum  in the U.S.A.) in adult education or a closely related field ,after January 1, 1995.  Documentation of degree status will be requested from all finalists. 
  3. Be in the early years of his/her scholarly work and have demonstrated promise as a scholar with significant potential to advance the field of adult education. 
  4. Be currently employed within the region in which their country of citizenship is located. Documentation of citizenship will be requested for all finalists. 
  5. Participate in all activities related to the Cyril Houle Scholars Program during the two-year program period. These activities include: 
  • The completion of a self-designed research and/or demonstration project. 
  • Submission of progress reports on a regular basis.
  • Attendance at two annual retreats. Because of the design and purpose of the program, spouses or dependents may not attend the functions of annual retreats.** 
  • Participation in networking activities.**

**Some proficiency in English is required to participate in these two activities.
