School Finance

The research topics in this area includes analyses of state-level finance reform legislation and its impact on school districts; funding for school infrastructure; rural school funding; and allocation of purchased inputs (i.e., qualified teachers) as well as the productivity and efficiency of schools and districts.  Researchers are particularly interested in determining how finance and allocation policies intersect with state accountability policies and local student assignment policies, particularly in school systems which have recently come out of court order and are no longer compelled to desegregate their student populations.  Finally, the Policy Research Group is also interested in the history of funding litigation with respect to concepts of adequacy and equity.

“Whatever it is that money may be thought to contribute to the education of children, that commodity is something highly prized by those who enjoy the greatest measure of it.  If money is inadequate to improve education, the residents of poor districts should at least have an equal opportunity to be disappointed by its failure.”

– Coons, Clune and Sugarman, 1970
